Dear BrickLink members,

On January 1st, 2024, VAT rates for Estonia and Luxembourg will be changed from
20% to 22% and from 16% to 17% respectively. Sellers from these countries will
see new rates in their Store Settings immediately after the switch and on their
Fees pages at the end of the billing cycle.

Oh OK then. Fair for the customer. But then the MarketPlace should communicate
with the seller, ensure they're educated on this subject, and in some cases
close the shop if they've to refund abnormally often. More Administration
rules to set up and tasks involved... Prettu complex IMO.

“I’m keeping your money because it’s too complicated for me to do more than what
I should do which is just to take that proof from Customs you gave me and refund
you.”

Oh - it'd not be the first time they're late on something; see the Canadian
taxes, the markup margin taxation, and some buyer complained yesterday saying
he's not taxable

I meant, for now instead of waiting for BrickLink, it could be instead the Seller
role to refund the double taxation, especially if he didn't respected or
applied the due procedure.

Besides, it’s not really fair to the customer: you buy €100, you pay +€20 of
VAT to the marketplace, and then €24 of VAT to customs (+ brokerage fee), and
you get refunded €20 by the marketplace.
You are still out €4 + the fee.
Better than being out €24 + the fee but not exactly fair.

Problem is, it can't apply to a Marketplace. The Marketplace collects VAT
but the supplier is the seller, the Shop.

Yes, it should be the same for EU import VAT.  But BrickLink doesn’t do it 😤

But it can't be BrickLink concern: they don't process the shipping and
apply the proper stickers / invoice, so they've no idea if the seller did
it well or not. In this case, why would they refund on an assumption? Sorry.

The cost for handling at the post office you wont get refunded, but it should
be Bricklink's task to refund the taxes if you got proof of payment. It have
happen me a few times on ebay and its really easy to get them to refund taxes
as long as you have a copy of the recipt for paying taxes at Norwegian post office.
Norwegian post office on the other hand would never refund you as long as its
not possible to read VOEC number on the package some wear.

VOEC HAS to be written at least in the postal address/sticker.

The BrickLink receipt to include for Customs office is sent to the seller and
he has to put it in a clear plastic pocket outside the envelope/parcel.

It's not BrickLink fault, and they won't refund you.

Please contact the seller who apparently didn't do it properly, and try to
discuss with them. Please be cool; it's brand new for Norway (on BrickLink)
and I guess MANY aren't aware...

  Dear BrickLink members,

This week we plan to deploy a tax solution for Norway Value Added Tax (VAT).
This change will be affecting sellers and buyers in Norway as well as all sellers
who are selling to this country.

Here is a summary of changes to come:

1. For orders that are imported into Norway, where the value of each individual
item is less than NOK 3,000, VAT will be collected and remitted by BrickLink.
2. Sellers must have at least one on-site payment method available in their store
to process all orders where tax is collected by BrickLink.
3. Starting with the upcoming January 5th billing cycle, Norway sellers will
have VAT applied to their seller fees.
4. Registered business sellers in Norway will now have the option to add their
registration information in their store settings. For these sellers, VAT will
not be added to their monthly fees.

For more details, please see our new help page: https://www.bricklink.com/help.asp?helpID=2616
Additionally, will be sending out emails to all affected members.

Thank you,
The BrickLink Team

Additionally, inventory prices will be automatically converted from kuna to euro.
We have notified everyone with inventories that will be affected by this change.

Interesting.
I told bricklink for years that the Estonian Kroon was gone, but is existed some
10 years on Bricklink after it was gone.

I wrote numerous times to admins and help group, but I was ignored by admins
I guess. I never got an answer

  Dear BrickLink members,

Welcome back and thank you for your patience. We were down for longer than anyone
would have wanted. Now that we’re back up and running, we can share with you
what’s happened.

As many of you will know, we received a threat and ransom demand on Friday, November
3rd. We’d been aware of and actively managing some limited suspicious activity
since mid-October, with unauthorized sellers offering products at huge discounts
and fraudulently accepting payment from buyers.

As soon as we were aware of the potential escalation on November 3rd, we put
the site into maintenance mode out of an abundance of caution. We did this to
protect our members and keep complete control of the platform while investigating.

We found that a relatively small number of BrickLink accounts may have been accessed.
It is important to note that there is no evidence so far that our systems were
compromised.

At this stage we believe this was a ‘credential stuffing’ incident, where
someone obtains lists of usernames and passwords from a third party, often illegally,
and opportunistically tries to use them on a website.

Actions we’ve taken

Although we know that the BrickLink site was not breached, we've further
strengthened our security. We take the safety of BrickLink and our members very
seriously and will continue to step up security across the platform.

We’ve informed people where we have reason to believe that their accounts or
stores may have been impacted, and reminded members of ways they can make their
accounts safer and more secure by practicing good data security. Keep your systems
up-to-date with the latest patches, Use security software and create strong,
unique passwords for each website you use.

Again, we’re sorry for the interruption and inconvenience this has caused you.

If you have any questions or concerns, have a look at the FAQ for more details,
or reach out to customersupport@bricklink.com.

Many thanks,

Your BrickLink Team

This change about the 3000nok minimum buy makes me automatically not able to
buy in 50% of all stores in bricklink, just because im located in norway they
dont want to trade with us.

If you’re seeing a yellow panel “Seller does not support orders shipping to Norway
when each item is less than NOK 3,000 (~US $273.59)” in a store, it’s because
the seller doesn’t have an Onsite payment method associated with Norway.

Onsite payment methods are Stripe or ‘PayPal Onsite’ (not ‘PayPal’).

An Onsite payment method is necessary for BL to collect the import VAT.

So, IOW, it’s not a new ‘minimum buy,’ it’s a ‘failure’ from the sellers to provide
an Onsite payment method for you and you should redirect them to CE_Anastasia’s
post.

Also, as already said, it’s because of a Norvegian law, not a whim from BrickLink.

I can no longer buy from any stores and it sucks, and on top of it i must also
pay 25% more on checkout in the storess that do,im actually forced to stop my
hobby with this changes so frustrating!

You’re actually paying less with this new rules than you did before when BL collects
VAT (so, items below NOK 3,000) because you don’t have to pay a brokering fee
to the postal or courrier services at delivery.

Before: pay 1,000 to the seller, plus pay 250 + brokering fee at delivery.
Now: pay 1,250 to seller+BL, nothing at delivery.

And if you buy items that are all above NOK 3,000, you pay at delivery like before.

As I understand it, the United States is a bit unusual in that it allows retailers
to add additional fees and taxes (including sales taxes) at the time of payment.

In Australia, that would be illegal. Our consumer protection laws ban giving
consumers a price that doesn't already incorporate all fees and taxes into
the price.

It is likely that these laws will be extended to cover international marketplace
transactions, if they don't already, and Bricklink will be required to dynamically
change the price shown to Australian buyers to include any sales tax collected
by Bricklink on the sellers behalf.

  Dear BrickLink members,

The LEGO Group released the following statement regarding the war in Ukraine.

Our thoughts are with all the children and families suffering as a result of
the war in Ukraine.
Our priority is the safety of all our colleagues. We are in contact with our
Ukrainian team and are providing ongoing support to ensure their safety. We are
also working to support other colleagues around the world impacted by the escalating
crisis including our team in Russia.

We have paused shipments of products to Russia given the extensive disruption
to the operating environment.

We care deeply about the lasting impact on children and together with the LEGO
Foundation and Ole Kirk’s Fond, we will donate DKK 110 million (approx. USD 16.5
million) to emergency relief efforts, with a focus on providing support for children
and families. The donation will be made to existing partners, including the United
Nations Children’s Fund (UNICEF), Save the Children, and the Danish Red Cross.

This is a volatile and constantly evolving situation which we are monitoring
closely.
What does this mean for BrickLink?

The global payment platforms we use on BrickLink are currently not available
in Russia and deliveries to and from the country are severely disrupted. Given
this, buying and selling activities in Russia will be temporarily deactivated.
Members impacted by this will be informed individually.

We are grateful for everyone in our community and never imagined we would face
a situation such as this or witness the heartbreak and devastation we’re seeing
in Ukraine.

Please continue to adhere to our community guidelines and show each other respect
and support.

Thank you for your understanding.

A techn rep wrote me that "Closed" doesn't mean anything (like solved

Still, no reply and no change.

We will still have the record of the old tickets in the old system. They are

Great, thank you Russell.

But I just checked, and if I'm not mistaken - I can't see my tickets
in the helpdesk anymore? Oh that's terrible.

The last one I remember is still our Shop not receiving ANY mail from mailchimp
whatever, for 4 years now.

I receive them (but as a buyer) with a test account, it's not a problem here.
But nothing regarding the Shop.

  2. Whether Bricklink is transparent in showing the buyer the true GST-inclusive
pricing PRIOR to the buyer deciding which store to purchase from and reaching
the checkout.

I'm obliged by Law to display prices incl. VAT for FR/EU buyers, and my prices
appear 20% higher for them. And BrickLink shows the same items without VAT for
Export.

That all corresponds to Laws, very sorry.

You may want to select who (would better) set your Laws, like using your vote(s)
or (pacifically) protesting - just like here In France, where we're known
to do this often

BrickLink has just to implement the Laws, they've no choice - and sorry but
don't neither (but see paragraph above).

With respect, both yourself and peregrinator misread what I wrote.

There are two separate concepts here:

1. Whether Bricklink charges GST on low value imports during checkout. We all
agree that they should as this is a legal requirement.

2. Whether Bricklink is transparent in showing the buyer the true GST-inclusive
pricing PRIOR to the buyer deciding which store to purchase from and reaching
the checkout.

For example, the price guide might show:

International Store: $0.18
Local Store: $0.20

Most buyers will be under the impression that importing the part from the international
store is cheaper (ignoring shipping).

The problem is that these prices are not presented on a comparable basis. The
local store is forced to use GST-inclusive pricing, but the international store
gets to hide the sales tax until checkout, at which point the buyer finds out
that the part from the international stores is actually more expensive than the
local store, but how many buyers are going to abandon a cart once they've
gotten that far?

I'm not suggesting that what Bricklink is doing is illegal, just that this
misleading presentation of prices increases the environmental impact of the hobby,
while also resulting in a worse customer experience (surprise extra taxes, higher
shipping costs, longer delivery times)

This seems to be the approach taken by Bricklink in most countries, and I think
it runs afoul of The LEGO Group's efforts to reduce their environmental footprint.

The consequence of displaying sales tax inclusive pricing for domestic stores
and exclusive pricing for international stores, is that it makes international
stores appear cheaper than local stores.

No no, at the contrary - as when importing:

* the NZ buyer pays for the GST at the check out (so if the item price is the
same, it makes the same price with tax in the end),

* Shipping is very probably far more expensive when shipped from outside your
marvellous island, so don't worry, that'll keep your local prices better.

And as peregrinator said, it's not BL, it's your Country's Laws which
are applied here (and on eBay, and progressively anywhere).

Sorry, but it's a bit silly.
You NEVER had been.
From EU or UK it's Export, so no EU or UK VAT can/couldn't be charged
to you.

The consequence of displaying sales tax inclusive pricing for domestic stores

a worse customer experience for customers who could have had their orders fulfilled
by local stores, but are instead air freighting parcels across the world unnecessarily

I am aware that the differences even out during checkout, but consumers in most
countries (outside of the USA) rely on the upfront pricing to be accurate when
deciding which store to purchase from.

  Dear BrickLink members,

Next week we plan to deploy a tax solution for New Zealand Goods and Services
Tax (GST). This change will be affecting sellers and buyers in New Zealand as
well as all sellers who are selling to this country.

Here is a summary of changes to come:

1. For orders that are imported into New Zealand, BrickLink will collect and
remit GST on items in each order that are below or equal to NZD 1,000.
2. Sellers must have at least one on-site payment method available in their store
to process all orders where tax is collected by BrickLink.
3. Starting with the upcoming January 5th billing cycle, New Zealand sellers
will have GST applied to their seller fees.
4. Registered business sellers in New Zealand will now have the option to add
their registration information in their store settings. For these sellers, GST
will not be added to their monthly fees.

For more details, please see our new help page here: https://www.bricklink.com/help.asp?helpID=2617

Additionally, will be sending out emails to all affected members.

Thank you,
The BrickLink Team

Does this mean we will no longer get charged VAT on our purchase (UK, EU etc)
and that we don't pay tax in the selling country since we are paying tax
to our own government?

Sellers be aware: it's very important to mark the outside of packages

address, something like "VAT paid by LEGO BrickLink, Inc., VOEC #(insert
number here*)". In my experience, this or similar markings has worked
well on other marketplaces like eBay and Etsy.

* BL's VOEC number is not yet available on the help page, but I'm
hoping it will be soon or that a helpful person might be able to share it here.

I don't think they will share the VOEC number publicly - it will only appear
on VAT receipts for actual orders. This is the case with BL's IOSS numbers
for the UK and EU.

So at what point to you reply to my emails asking if you are going to credit
me for the $750 order I placed to a seller I thought was legit that your system
did not protect me from? You have been ignoring those emails. I already did a
chargeback through my bank and they decline it saying the purchase was authorized.
Please advise.

Please, about this other Country, it's quite urgent:
https://www.bricklink.com/message.asp?ID=1439178

Besides the fact it was announced at some time (but we got no further information
or date), there’s this tidbit in the help page (for NZ only at the moment; my
emphasis):

“Tax in the screenshots below applies to VAT in the EU, UK and Norway,
GST for Australia and New Zealand, or sales tax for the US.”

2.5 years ago:

10. Will the Brexit tax solution require all stores to use onsite payment methods?

No. Onsite payment will only be required for transactions where BrickLink must
collect VAT, i.e. all sales from outside the UK equal to or less than £135. However,
the EU tax solution coming later this year (which includes Norway, Australia,
and New Zealand) will also require an onsite payment method for any transaction
where BrickLink collects tax.

(It's entirely possible Russell eventually posted this) but I also had posted
a message I received from Russell/BL legal about it with that note. They mentioned
that the previous communication in the ~Oct/Nov 2022 newsletter where it said
the implementation was coming was no longer happening. But of course, it doesn't
mean they won't voluntarily do it either (they can always choose to do so).
On the flipside; it doesn't explain why they still haven't turned on
the old school tax tables for Canada though. That's literally all sellers
are asking for lol We couldn't care less if the marketplace tax is on or
off (and for most; it's best if it doesn't happen of course).

There are also a lot of incoming changes and clarity surrounding the platform
sales coming in I think in Jan 2024 via the CRA. From the wording, I don't
think this part will apply to us as BL is based in the US and we sell physical
goods (not AirBnB and other services like that), but platforms will need to start
reporting sales data to the CRA for their registered sellers. That legislation
I think added a bunch of other clarity for platforms related to the tax collection
thing, so who knows...

I feel sorry for this nice people there to "benefit" of a new systematic
tax
Of course it's not BrickLink's fault.

Typo in the first table: ‘Australian’ should be ‘New Zealand(ian?)’ (or ‘buyer
in NZ’ like in the second table).

And there’s an image missing in Refund.

Thanks for that update. I work on authentication flows for a very large tech
company. One of the best things that Bricklink could do to improve security dramatically,
while easing the cognitive load on users around creating and remembering passwords
(which can be attacked fairly simply) would be to set up a webauthN server to
allow users to ditch passwords completely in favor of passkeys, which are unphishable
(there's nothing to remember), can't be shared, and use public-private
cryptographic key pairs to authenticate. It's a bit of work, but at the end
of the day, it's where the entire tech space is heading now that they are
available from Google, Apple and will be rolled out in Q1 on Microsoft.

Thanks,
-M

Thank you for your patience as we recover from the recent incident.

We’re introducing One-Time PIN (OTP) functionality to certain seller features.
This feature is only accessible to sellers and is an opt-in feature, however,
it is highly recommended.

To activate OTP, you must go to your store management settings: https://www.bricklink.com/v2/mystore/management.page

OTPs will be sent to the email address associated with your BrickLink account.
One verification code lasts for 60 days on a single machine ID (one browser on
a specific device). This verification process should not impact integrations
with third-party inventory managers.

Please read our FAQs for more information about how OTP works and which features
it protects: https://www.bricklink.com/help.asp?helpID=2615

My first reactions is that the OTP is being tied to an email account. If I then
tie the email account to a 2FA SMS based authentication (similar to what BL is
doing with OTP) that would make it very difficult for anyone to breach both the
email and BL. Tie all that together with strong passwords.

Thanks for a job well done !

Hi CE_Anastasia,
I have now gone through everything again, checked all the data. Access wasn't
the problem, maybe it was also misunderstood by me. The only problem I still
see, or what was present, is the completion of the verification in stage 3. By
the way, here was also the error due to a faulty document which was replaced.
Now everything is ok and just needs to be confirmed. Think the reopening of the
shop will happen in the near future, maybe shortly befor BF / BW is ending*'?

Best

  Hello everyone,

We are implementing a change of policy in regard to Sales posts in the Forum.
As the number of sellers has grown and as our site becomes more and more of a
premium marketplace, there is more incentive to advertise in the Forum and this
has led to an overabundance of posts under the Sales topic.

To be sure, there are a few members who have abused the Sales post feature, running
what seem to be constant deep discounts on everything in their store or in certain
categories. Most members who post in Sales, however, are not currently abusing
the feature, but we want to reduce the overall prominence of Sales posts.

The policy has been changed from a maximum of one per day to a maximum of one
per month
. Please see the screenshot below.

Sellers posting more frequently may incur a friendly flooding ban for one month.
These are non-cumulative bans and will not go on your record. Bans will be lifted
immediately if the member contacts us and lets us know they agree to the new
policy.

Only the initial post in a thread counts toward the total Sales posts. Replies
will not count unless it is obvious that someone is posting to circumvent the
new policy.

This policy will be in place for the next 6 months after which we will assess
the situation.

**************

A word about "good" sales posts

On the BrickLink platform, visual presentation is a big part of our success.
This is why nice images are so critical to the catalog. When we see the same
one-line-of-text Sales posts cut and pasted over and over, it doesn't really
engage buyers. In fact, you may turn people off with such posts, especially if
they are done with frequency.

We're thinking of running a little contest over the next 6 months to reward
the best and most creative sales posts. More details on that later.

Thank God getting hacked put serious priorities to surface!

Dear CE_Anastasia,
I fully understand everything that happened, including how the new verification
was handled. But now I waited so long even though there was nothing wrong with
my account.
I didn't even receive a response to the last messages to support. Everything
has been uploaded and registered for over a week now, but the shop is still closed.
I can access the account.
How long will it take now? I also want to plan my time

The promise to remove feedback was for accounts that had been broken into. According

what seem to be constant deep discounts on everything in their store or in certain

I received a mail concerning this. Really sorry about it. I'll change my
habits.

I’m very sorry for over posting. Please don’t be mad at me.

LEGO don't have 2FA on their website either.

They do. It's optional, and only email based, but it's been there for
a year or so.

If it is email based, then bricklink also already has a similar 2FA-style alternative.
Set the password to be a completely random string of 15 digits and letters and
log in. Then each time you want to log in, use the forget password setting to
have a new code sent to your email. Cracking a 62^15 password is unlikely and
if you change the password every time you log in, then if anyone does manage
to get your password unless they change it quickly then it will soon be changed.

PayPal for sure has TFA, you just don't have it enabled.

I am fine with LEGO/BrickLink adding TFA as long as it is optional.

lego.com already has optional 2FA, though it's somewhat meaningless as it's
only email based. Must admit I'd entirely forgotten Paypal's was optional;
I simply can't understand why anyone who understands the problem would want
it disabled.
