no but since you live in the USA as most likely have to pay sales tax you can
only use Paypal or stripe.

He meant that in a shop which provides payment mode "Stripe (on site)"
you can pay with major Credit/Debit cards with no specific account needed.

Sellers can accept either PayPal or Stripe (or a few other methods, if they are
older stores or outside the USA).
