The "Yellow Plate, Round 1 x 1 with Open Stud" is not an extra part. It is needed acording to the instruction for placing the "Trans-Light Blue Wave Rounded Straight with Bar End" at the end of fire hose. (See p. 40, https://manuall.de/lego-set-60003-city-feuerwehreinsatz/)

differences for the second version are indicated in this inventory in the Alternate

Quick overview of redesign: The yellow 1 x 1 cone at the end of the fire hose
is inverted so the large end is pointing out. A yellow 1 x 1 round plate with
hole is added to the large end of the cone to hold the water plume."
