have a spot where one could see and catalog instruction booklets?

not the instructions themselves just the front cover and the option to buy but
lego does. just look up the set number followed by "instruction manual"
and you can see all the steps.

As well as individually, on a given set's listing page in the upper right
next to "Original Box Entry" is where you'll find the "Instruction
Entry" link
