Here on Bricklink you only can open a NRS (not responding seller) or a NSS (not
shipping seller).

you dont have any papers that proove you buy something there, in case of private

Some years ago I had a problem in other way, I sold a set, the buyer says didnt
receive it, and I refund it, but how I know he didnt receive it? The seller can
say it send it and I didnt receive it, but will see what can I do

I don't think that is necessarily a good idea. Better to leave them negative
feedback. It has the same result, but is done 'officially' rather than
naming and shaming in the forum.
