I'm trying to find a way to include the new USPS First Class Package rates
for shipping in my store. They went into effect yesterday. A search of shared
shipping method templates doesn't yield anything. Anyone know how I can make
this happen?

I don't used any shared options, I create my own. You need to check retail
rates and commercial rates ( depending on where you purchase the postage) and
develop your own shipping costs , then adjust your shipping options. I live on
the East Coast so shipping to the West coast is more expensive than shipping
to the middle of the US. I generally use average costs and incorporate them into
my store. I also use Pirate Ship for shipping and can provide deep discounts
to my buyers, rather than purchasing retail at USPS.com or the post office. If
you are a new seller,I recommend you stick with manual shipping options until
you get the hang of IC.
