I’m a new seller and this may be a stupid question but I have 2 orders for the
same person that will easily fit into one shipment. Do I send 2 shipments to
this guy or combine them and refund the shipment cost for one of the orders?

As the buyer what he would prefer. Personally I would combine and refund the
shipping for one of the order, if that's what the buyer wanted.

If you are relying on tracking to prove delivery for paypal, or have any worries
about the buyer, send two packages. If they place two orders through PayPal,
you need to prove two were delivered.

If the buyer looks trustworthy then combine.
