This is the only order that I have had this happen that I can remember. I cannot
change the payment status, and since I cannot mark it as completed, I cannot
mark the shipment as shipped.

Maybe revert the status from Packed to something else? Has it actually been paid
or do you still need to send an invoice?

It's the only one I've ever seen.

Did the buyer actually use PayPal onsite?
Normally with onsite the status should automatically go to paid and then you
set another status

I see I forgot the add something
When there is TAX (or VAT) involved, seller can't set the status.
Only when it is paid through the onsite method the status will go to paid.
From there the seller can set another status, even set it back to none (no idea
what happens then with the options).

Don't think so, with onsite only a Pay button appears instead of the checkbox
of offsite.
