Hopefully folks can see the minifigure, but here are some details: floppy black
witch hat with orange hair, smirking female yellow head, potion bottle, dark
purple hands, and black torso and new skirt/slope with printed purple and silver
star and web patterns.

Is that actually available by some means?

I tried browsing around both on the Shop at Home pages and here, but was unsuccessful.
My best guess is that it relates to some sort of pick a brick thing or maybe
must be performed at a an actual Lego Store. Not sure...

all those parts are available on the build a minifigure display at the lego store
(at least my local store) at the moment.

There is a section at most if not all Lego shops called BAM, Build A Minifigure.
There you can choose from a range of parts from which you can build your own
minifigure.

The witch among others can be found at this spot.
