I don't ship outside US.

However some members found a way using a consolidated shipping agent, based in
Oregon.

USPS have package as "delivered". On USPS website it is recorded as "handed to
agent for final delivery" (agent being the consolidated shipper)

Buyer states that shipping agent "can't find the package".

I have no idea how these shipping agents keep track of packages, bar code or
is it manual by name/number in the address

In the event package is truly lost, who is liable for the loss?

Normally I would say the seller but in this case it seems clear it was the shipping
agent (freight forwarder) since the package appears to have reached the agent.

What that means for how PayPal, etc. will handle it - that I don't know.

So you did your part of the bargain, you delivered to the address they asked
you to send to.

Looks like a shipping agent problem to me…

The few shipping forwarders I have seen usually have a list of apparently random
letters and numbers that are included in the address. This is how they identify
the end buyer's account.

Although I see this buyer activity once in a while I never had a problem as the
seller. That being said, since Bricklink is not stopping it from happening,
I would never cover a purchase lost on one of these transactions after tracking
states delivered..

I've had a couple of claims opened when buyers said they didn't receive
packages, but tracking showed they did. Paypal has always quickly sided with
me. If USPS shows delivered, there's not much else you can do for them.
You could recommend that the buyer open a case with USPS who can use GPS tracking
to determine when/where it was delivered to the freight forwarder.
