| So I ordered a Lego set and the seller gave me an invoice that costs 17usd +
8usd of shipping. Everything went well until I payed the seller. He immediately
refunded me and said that the shipping is actually 30usd from the beginning and
he said that he sent me a email on gmail. I told him that this wasn’t what I
saw on the invoice and now he changed the order from packed to requesting to
cancel his reason being buyer wants a lower price and doesn’t understands English.
Is he allowed to change the price when he wants after giving me an final offer?
Not sure if I can just refuse the price change and get my order for the original
price. I can send the invoice screenshot for proof if needed

You apparently ordered from Canada in a shop that (currently) states he only
ships to USA. I don't know price-levels in USA, but it sounds like he only
has USA shipping-fees loaded, and maybe he was a bit too fast in sending you
an invoice (with USA shipping fee) at first.
Also note that most Bricklink shops cannot get shipping at prices that amazon
etc can get it for, we pay just what you would pay at the local postoffice.
I don't know how you ordered, being in Canada, but maybe you contacted the
seller for an exception? Didn't he mention a shipping-fee back then?
Was it sellers mistake? sounds like it. Should we punish seller and stick with
the topic forever: nope. You got money back; try spending it again, get lego-pieces
and start building!
My short advice: pick any of the 100's of other shops, find one with clear
shipping (and other) fees to Canada, and just order there.

He originally said that he shipped worldwide but after that "incident" he decided
to emphasis 4 times on his policy "I only ship to US", he changed his name and
stop post ed me. so he really doesn't want to lose 22$ for a mistake he didn't
fix in 3 days.

| Sounds like the seller made a mistake. Optimally the seller should eat the cost
and send it to you but it is also an option for the seller to fully refund the
order. You can’t force a seller to send something so if he’s refunded it I would
just move on. Since he refunded you, you probably can’t file an NSS since technically
you haven’t paid for the order as it was refunded. I don’t think you can “get
my order for the original price” since the seller has basically made it clear
that either you pay the shipping cost or he won’t ship. He can’t force you to
pay and you can’t force him to ship so as said previously it’s best to just move
on from the order and purchase the item elsewhere.

a negative score and said that I don't know anything about shipping so it's
gonna be very hard to find a seller willing to sell me and give me a positive
feedback. just want to sell pieces should I just make another account because
I will have to order 2 things now.

Please ask for this feedback to be removed, it's an insult, it's NOT
allowed and should be removed (I hope anyway).

What are you after? I don't see the original order. I'm in Canada and
will sell to you. I have a WHACK of inventory that isn't listed in my store
yet.

If the seller sent invoice to you, it's seller's fault to cancel your
order.
You should also ask Bricklink to remove their feedback to since they call you
retarded, clearly against Bricklink rules.

If the seller sent invoice to you, it's seller's fault to cancel your
order.
You should also ask Bricklink to remove their feedback to since they call you

Alright I submitted a feedback removal request. thanks to everyone for suggesting
it. if it works, everything will be back to normal
