Is the buyer responsible to change their order status from shipped to received
once they get their package? I checked their tracking information and it shows
delivered. I would like to move the status to complete. Is there a rule I should

After you switch it to shipped the rest is up to the buyer.
I used to move them to completed after a couple months when I started selling
and then a single buyer asked me not too and that has been enough reason for
me to not do so ever again. It's kind of one of those things you can do
but probably shouldn't. You'll never annoy someone by leaving it alone
but you might if you change it.
