If you want to restrict your shop's shipping to Canada only, then you need
to go in and edit your shipping methods to remove all other countries.

My Store, Settings, Shipping, Shipping Methods

(And then edit your Terms to match as well.)

If that's not what you meant, could you be a little more specific with your
question?

You should be able to change where you ship to. Change shipping settings to only
canada.
