You cannot really tell so you need to trust what a seller says. New parts should
not have been used whereas used parts have been used. However, new and used are
not a description of condition but of usage. New parts can have scratches (especially
if they have been in storage for a long time) and used parts can look like new.

I agree, it is sometimes a trust thing for sure. But if you are new to the hobby
and you haven't been playing with Lego as much, once you get a few new sets
and see them over your used parts that you've been handling for some time,
you will definitely start to see some of the differences as well.

You can definitely tell the difference between new parts and parts that have
been at the bottom of a bin for 10 years
