Do I understand correctly that a figure missing a cape can be listed as custom?
If so, how does one list a custom item?

Go to: https://www.bricklink.com/inventoryAdd.asp select minifigures and click
submit, on the next page below the minifigure number, select the custom item
checkbox.

Then the rest is mostly just like adding a regular item to your inventory except
you will be prompted...

"Requires selecting the category and providing your own description in the comments
box below. Image submission is required for Custom Item upload."
