So I have had some of these in my store for many years and I have noticed (actually
it was brought to my attention by a customer) that the rubber beards have a whitish
waxy look to them that does not clean off.

I have noticed over the years that LEGO tires sometimes had this issue and other
tires had a wet greasy feel brand new from sets.

Has anyone else noticed this issue with Hagrid Beards?

I haven't noticed that with the Hagrid Beard in particular, but have noticed
it with other rubber parts such as the ninjago dragon heads and jaws along with
tires.

Not with Hagrids beard but with similar parts like the POTC Blackbeard, SW Eeth
Koth.
They are made from a more rubberlike material and they age with the white
or greylike coloring.
I only saw this with the POTC and SW mentioned figures from before 2012, latter
ones are better.

Today I opened a sealed set 5913 and the tires where greasy, sticky and shiny.
I had this before and had to throw them away together with some parts.
These rubbery parts aren’t the best materials.

Yes, I know what you're referring to. With the first iteration of Hagrid's
hair/beard, anyway. When they were still cataloged as headgear.

You describe it well too, it's an waxing almost oily feel to the material.
Very few though, had the "whitish look" or subtle highlights as I'd describe
the effect, but I know of what you speak.

I had hundreds of new units at one time, and like you, they been stored for years
prior to selling the lot.
