I thought the same thing as I used the spacer, hook and crank in all colors and
didn't give a single set. I even went to the Lego website but the one crane
listed there has a totally different wheel pattern (4 instead of 5). Hopefully
OP can give us the set number or something else to go off of.

Sets: Technic: Model: Construction
But the picture are from the Early version instruction.
And i cant find the "wheel" in the later online version.
Early versions of the set have 6 instruction books, later versions have only
only one book.

I saw this when I was poking around and actually downloaded the single book to
look though. I just assumed that it was a different boxing for a different region,
but if there was an early addition, that would make sense as well. Then I would
really need to be inventoried as a new variant of the set I guess. The part
should be listed in the back of the instruction book with the production part
number that might help us as well.

It looks like the newer(?) edition has a completely different assembly there.
There's no hook at all.
