No, it was without box or instructions.

Did you mention in the comments that it didn't have instructions? My guess
is that someone chose "IP violation" by mistake and apparently the admins can't
change that (or can't change it easily), so sometimes user complaints are
miscategorized.

as an "IP infringement?" Just kills me how lazy the admins are if they can't

Just pulled my backup, it has the instructions! I put "instructions included"
in the description. So good guess, but that was not it.

I don't sell just boxes, but I don't see why it wouldn't be new if
all you did was cut the tape and dump the contents out.

It is a new box. I dinged a point for each sides tape being cut and a point
for a very minor crease that was in the box when I received it. I am very conservative
on my estimations. Better to rate it too low and have my customer be pleased
with the results, than to rate it too high and have them disappointed.

I still don't see why this thread has been hijacked to talk about boxes,
when I need to know why a user reported (or maybe it was a competitor since I
was the lowest price in NA) my set to the admin and the admin took zero time
to see that it was not infringing on any IP. AFAIK, the listing complied with
all of the rules for selling. I've not had a problem to date with any of
my listings.

OMG, so you did report this, why did you say it was AN IP VIOLATION?

I don`t report your set , all mambers can report you in the link below and admin
wil do the rest , if your set whas listed correctly admin will not remove it.

whay you don`t post the picture and/or discription you used in your listing .

if you sell on brickowl and list your set complete when the set is not complete

I had that question too, but it seems to be accepted that if the box is not beat
up and just used for parting out, that it is okay to list as new. But the original
item was listed as used/complete.

I had that question too, but it seems to be accepted that if the box is not beat
up and just used for parting out, that it is okay to list as new. But the original
item was listed as used/complete.

the origenal item is missing stickers , if a set have 10 stickers and 9 sticker
are applied and 1 sticker is missing the set is incomplete , if you list a sticker
sheet with 10 stickers and one sticker is missing the sticker sheet is no longer
new but used .even though the 9 remaining stickers have not been touched .

This is incorrect, you can list an item as New - Incomplete, even and especially
in your case. Take the sticker sheet out of the box, take one sticker, leave
the rest on, put it in a ziploc bag, it's New - Incomplete.

Now if you found this sticker sheet (even complete) anywhere but in the original
box/bag, it should be listed as Used.

In Selling, MrPetovan writes:

you are wrong , (Take the sticker sheet out of the box, take one sticker, leave
  the rest on, put it in a ziploc bag) THAT one STICKER or the STICKER SHEET IS USED . if you look to the tos and when an other mamber report your sticker sheet it will be removed from your inventory .

I agree the sticker sheet part itself can't be sold as New - Incomplete because
there is no Complete/Incomplete distinction for parts and so would have to be
sold as Used, but the set the sticker sheet comes from could be sold as New -
Incomplete with the incomplete sticker sheet.

I do agree that it is a very marginal case because incomplete sticker sheets
are unlikely to come out of new boxes, but in this case the problem wasn't
the distinction between New and Used but between Complete and Incomplete.

Not if you bought it from a collector that stores new sticker sheets in folders.
If the stickers have not been removed from the sheet, it is new.

Figured it out, it was missing stickers and thus needed to be listed as incomplete.
Angry, spiteful, and poor feedback seller reported it improperly instead of reporting
the listing for the actual offending reason. Relisted as incomplete.

Now, for another question. How can I report a user abusing the reporting system?

What do you mean by abusing the reporting system? If someone reports an item
and it is breaking a rule, BL remove it. If it is not breaking a rule then they
leave it. If they use the wrong reason, it is on BL if they cannot or do not
change the reason.

OK, I thought this statement was about complaining that someone is reporting
incorrectly listed items.
