I have a buyer that placed an order via instant checkout. As I was getting ready
to pull his order I see a message to please cancel the order. I send the buyer
a message that they needed to file an OCR and copied Bricklink's OCR terms
page for their reference letting them know that they would need to give a reason
for cancelling.

Buyer just sent another message that I must cancel the order I my end since we
mutually agreed to cancel the order.

1) Buyer still hasn't given a reason to cancel the order
2) I have not agreed to cancel the order
3) I'm not given the option to cancel the order by Bricklink when I attempt
to do so.

So my question, how is the order to be cancelled when it's already been paid?

Buyer is fairly new and feedback is not so great with him already receiving NPB.
I'm getting the vibe that he's not going to be very cooperative and
don't want to leave myself open to negative feedback.

If you cancel the order you are still open to feedback issues so just keep everything
on bricklink so you have proof, and accept their cancel when they send it. If
they dont send then make sure you send in tracked to prove they received it and
they dont try down the NSS route.

Also side note you may want to ask their age, that may give you grounds to cancel
anyway as it seems a bit illogical what they are asking which screams young to
me. So just a generic are you under 18, that is the only reason I would cancel
from my side.

I don't think buyers can OCR orders if the status is packed/shipped/paid/received
or complete.

If the order is in packed status, the seller first has to set to ready again.
If it is in received, the buyer first have to set it to shipped, then the seller
must set to packed then to ready. When your head has stopped spinning ask your
self why this must be so difficult.


  
If you cancel the order you are still open to feedback issues so just keep everything

submit OCR.

Here are the steps that I took:

to cancel order.
2) Marked payment status on order as Returned.
3) Set order status back to Ready.
4) Send message to buyer that refund was issued and order status had been reset
for them to submit OCR. I let them know that if OCR was not submitted so that
I could agree to cancel it, the order would go into Non-Paying Buyer status.

I left it on the buyer to cancel the order so if there was any issues such as
negative feedback, there was a log on how the order came to be cancelled.

I also communicated through Bricklink so that messages can be seen on the order
should an issue come up.

The more hoops you want the buyer to jump through for the cancelation the more
risk you have receiving a negative feedback.

If a buyer communicates friendly and asks for cancelation I would cancel the
order, without feedback.

More good advise. Though for me, timely takes precedence over a communicates
tone or tenor.

If they're having a bad day, fine, I'll respect someone taking time from
that bad day to be responsive, more than I would the effort to be friendly.

Both would be nice, but only one required in this situation.

The only way a buyer is barred from leaving feedback is if an NPB is completed.
As Brickwilbo pointed out, you can't do an NPB here. If you're worried,
send the buyer a note, that you are a first timer regarding the cancellation
process and sorry for the confusion. Should be fine.

If a buyer wanted to cancel I just do it and refund the total less payment processor
fees. Like you, I have this as refund policy as a term in my shop.

Well, going through a NPB will keep you safe from feedback. But to cancel a paid
order, you first have to change to ready or pending and then you'll be able
to cancel it.

From your spanking new paypal terms you agreed to:
Your customer service information, refunds and returns policy, and privacy
policy


You must publish customer service information with clear instructions on how
your customers can contact you. Such instructions must include at least: (1)
one active customer service email address or active customer service URL to file
tickets for assistance and/or (2) one active customer service telephone number.
Such information must be readily accessible for review by your customers.

You must publish a refunds and returns policy.


Presumably your refund policy as it stands will allow you to refund the customer
less the cost to do so (paypal fee) since that is your only published policy.

You could also just ship the goods and then hope the buyer does not invent some
excuse for a paypal claim. You could also just cancel and refund the buyer in
full. Sadly, you did not state a policy for your loss on packing materials when
you refund under these circumstances.

To cancel the order, split your orders screen using the setting on this page:
https://www.bricklink.com/orderSettings.asp so that the payment and order status
is separate, refund the customer, mark it as refunded, set the payment to none
and then make sure the order is anything other than packed or shipped status.
You can then cancel on the OCR. If you agree, you've both agreed, then that
will be the reason.

Refund the payment.
With the edit order button you can change the payment status as none. Change
the order status to ready.
In the Problem Order link on the Order Details page you can follow the steps
to cancel the order.

In Help, spegecial writes:
  I have a buyer that placed an order via instant checkout. As I was getting ready
to pull his order I see a message to please cancel the order. I send the buyer
a message that they needed to file an OCR and copied Bricklink's OCR terms
page for their reference letting them know that they would need to give a reason
for cancelling.

Buyer just sent another message that I must cancel the order I my end since we
mutually agreed to cancel the order.

1) Buyer still hasn't given a reason to cancel the order
2) I have not agreed to cancel the order
3) I'm not given the option to cancel the order by Bricklink when I attempt
to do so.

So my question, how is the order to be cancelled when it's already been paid?

Buyer is fairly new and feedback is not so great with him already receiving NPB.
I'm getting the vibe that he's not going to be very cooperative and
don't want to leave myself open to negative feedback.

Thank you everyone for your help. You all rock! I believe I've got it taken
care of and it's all thanks to you!

One thing to remember if you do that on a paid order, Paypal doesn't return
fees so you are paying their fees(paypal), if we have that request, and we generally
don't, I would refund but less the paypal, non-refundable fees.

I did subtract out the Paypal fees. Sorry I didn't note that.
