I have a problem with a member that has two different profile. he has ordered
form me in august, doesn't pay and NPB concluded with negative feedback.
Now he has made a new account (the first is revoked) and he has made a new order
from my shop. What should I do in this situation? I have just made the procedure,
in the problem member report. I would like to know what should I do with the
order, if I must send the invoice or not. thank you

Don't do anything with the order until both accounts are merged.
Then you can cancel the order.
Feedback by a blocked duplicate account will be removed.
