I'm building an MOC where the designer calls out that I need both 15573
vs 3794b. I have more of one than another and I'm wondering if these bricks
are really interchangeable or if there is something about the difference that
I should know and make sure I have the specific number of each as per design.

The bottom sides are different, so it's possible you need both types.

Yes - thanks - I've seen that - they "seem" to work the same so I'm wondering
what I'm missing.

The clue is that although both can be used to position a brick on top of the
plate in an offset position, you can not use both to position the plate on top
of a brick in the same offset position.

can fit in the 1/2 stud offset position on any stud, where

can only fit over an open or hollow stud due to the bottom bar.

Also, for some purposes you might need the bottom bar to connect while the middle
bottom stud holder would not suffice.
