I don't offer instant check out but yesterday a German buyer paid before
I could send an invoice. The item ordered was eur 1.90, I received eur 1.49.
Shipping is eur 1.45. I contacted the buyer and he apologized and transferred
an second payment. In the end, it was still 30 cents short, but despite this
I told him I would ship the item today. This morning, he filed two claims with
PayPal with reason 'Object not received'. In the description he stated
'I will make a new real referral'. So, I accepted the claim an since
then I got no response from this buyer.

It may take him a few days to pay

Wait a week and see if he pays, if possible change status to npb

Isn't packaging fee and payment fee a handling fee?
What is this handling fee which you claim to no add?

In my mind: handling = payment + shipping + packaging?

I am probably wrong, so what is handling fees?

I'm a bit confused about your terms. Also, according to your terms, shipping
starts from 9.8ÔéČ, however this guy pays only 1.45.

I'm really confused ­čĄ¬

Refund, mark the payment status as none and wait for the new payment.
Start the NPB process if he doesn't sent payment.

Why did you not just refund the original payment and then issue your invoice
with a payment request for the correct total? You have the correct e-mail address
to use after all. As for now, fix the invoice and make the request for the correct
total in paypal and wait out the 7 days.

Also, how did you end up short on the payments? I get you might have lost on
the first payment, but on your second payment you should have had the shipping,
the packing fee, the paypal cost for the first payment, the paypal cost for the
second payment and whatever else you wanted to add on. Or did you not adjust
the invoice and just got the additional monies through e-mail correspondence,
thereby forgetting to add all of your charges second time round?
