I would suggest using a cross stitch pattern maker with a picture of the pattern
you want.

Set the size of your pattern to the size of the studs you want to build it to
(ie 48x48 baseplate)

Here's a Canadian flag mosaic that I built in 2017:

I started with the stem, knowing that I wanted it to be one stud thick so it
would line up with the top point, used that measurement to plot out the other
points, and filled in the rest.
