These big wheels came assembled in these early technic sets as the design of
the box confirms this too.
This set is from 1981 and the hinges with solid studs were produced between 1983-84
then they were replaced with hinges with hollow studs since early 1985. I have
had train sets from late 1984, but their hinges had solid studs.
The submitted most likely meant to add hinges with solid studs.
