These parts have been in the inventory from the beginning, and the official part
count (24) and a review on BrickSet confirm their presence:
"At the backside of the polybag you see there is a girl head too..."
And another review mentions under Playability:
"Well... this only means racing. And sticking other heads into the kart brick."
So apparently these two pieces were included for play variety. And we find the
same situation in this closely related set:
