From 1980 to 1983 the pictures both on the Lego Catalogue and the Train Catalogue show the 3241b Conducting Rail Curved without Cable Connection Holes too, so it should be included in the first production runs of the set.
Since 1984 the pictures on the Lego Catalogue show the 3241 Conducting Rail Curved with Cable Connection Holes.

According to my experience I suppose that 3839a appears on early set, while 3839b appears on later sets.
