The date print is 1219 so this is an early production of the set (for sale from a regular member of Bricklink's forum so it is ok to give the link here )

Set No: 733 Name: Universal Building Set
*
733-1 (Inv) Universal Building Set
499 Parts, 1980
Sets: Universal Building Set: Basic Set

* Delete 2 Part x77a Black String, Cord Thin (Undetermined Length)
* Add 2 Part x77ac75 Black String, Cord Thin 75cm
* Add 1 Part 3480 Light Gray Propeller 2 Blade Helicopter Tail
* Change {23 to 22} Part Red 3004 Brick 1 x 2
* Change {2 to 4} Part Red 3001old Brick 2 x 4 without Cross Supports
* Change {2 to 4} Part Red 3001 Brick 2 x 4 {Alternate to Regular}

Comments from Submitter:
Source: a new opened complete set. All bags are sealed but two bags are opened and a few pieces missing.

The light gray 3480 is not used on any model but it appears as a spare part on the table on one box art!

There are four 2x4 red bricks but I don't see where they are used.

There are 22 2x2 red bricks used on the first model and I can find 22 red bricks inside a sealed bag (counted many times).

"All bags are sealed but two bags are opened and a few pieces missing."

This may be one of the funniest sentences you have ever posted, Reza.

I re-worded it a few times and each time, it got worse

What about this:
"All bags presented in the box are sealed but two bags appear to have been
previously opened since a few pieces are missing."

There was no extra parts in the bag the parts in the extra section are. The quantities
were as in the regular section.

  In Taxes, kelslegos writes:
  When purchasing from a seller in a different country that lists prices in their
own currency, BrickLink figures the amount of my local sales tax based on the
foreign currency, thereby charging me too much sales tax. Case in point, Australian
dollars and Canadian dollars are a greater number (of dollars) than US dollars
for the same amount. The sales tax is my local sales tax and therefore should
be figured based on my local currency. How do we fix this?

Also...
When a seller issues a refund without using BrickLink's refund system, which
refunds the sales tax, how do I as a buyer get that sales tax refunded?

The sales tax is based on a percent, so it isn't going to make a difference.

If this doesn't make sense to you, maybe someone else can explain in further
detail with an example.

value of items in an order = 100
currency exchange rate = 1.3
tax percentage = 0.1

100 * 1.3 * 0.1 = 100 * 0.1 * 1.3

  I just bought set 6060 "Knights Challenge," and it is an open box but
has everything sealed and new inside. It is in pristine condition but the blue
horse barding/armor, a green 2x16 plate, and a green 8x24 baseplate are not in
bags. I understand that the baseplate and the plate may be to big but is there
a reason that the horse barding/armor is not in a bag?

too big

Main Question: Why is the blue horse barding/armor not in a sealed bag?

too big

  Did the
set come this way or was a bag opened and reclosed?

"this way"

A google search would give you some other NIB copies:

Part No: 4512pb01 Name: Train Level Crossing Gate Type 2, Crossbar with Red Stripes Pattern
*
4512pb01 Train Level Crossing Gate Type 2, Crossbar with Red Stripes Pattern
Parts: Train {White}

Both sides!

This is an interesting misprint.

In Help, SDF_Bricks writes:
  I had a 'would-be' buyer who had me jump through hoops to describe a
couple of sets, take pictures, and many other things. In the end, he did not
even reply to my follow-up emails, nor acknowledge receipt of the pictures.

Not sure how this helps you but:
On behalf of that buyer, I acknowledge receipt of the pictures and express my
gratitude.

  Needless
to say, this is NOT a desirable buyer.

Who is a desirable buyer? The guy who just pays and leaves a positive feedback?

How do I block such individual?

What a seller should learn is why a buyer wants photos and when and where to
take photos.
Many times, it does not make sense to take photos:
- a used set of 200 pieces. The description "parts in good condition"
should be enough in most cases. You cannot take photos of all parts from all
angles. But some times, one photo of printed parts or stickers would do the job
and help buyer trust the condition and your description.
Sometime newbies don't know that if a couple of items are in bad condition
or missing, I still send them. So I aknowledge in my response "if a mistake
happen and there is any missing or broken part, I will send you missing parts".
In some cases, they committed to buy even though I did not send any photo (I
remember once this happen for used set 928).

- when it comes with the condition of box and instructions, it totally makes
sense for a buyer to want to see photos. They are paying more to buy the set
with box, so they have to see photos beforehand.

Despite what other people said, between 25-50% of times, the users who request
photos commit to buy from me.

I suggest you focus on learning and understanding buyers' needs, rather than
stop-listing some users for such reasons.
