With a description like that I imagine it is used but listed as sealed in error.
If priced as used, someone snaps it up believing it is sealed as listed that
way. Then the trouble starts when they receive an opened set.

I wouldn't doubt it. It's amazing how quickly something sells (or it's
price goes up) when you reach out to someone about a specific set.

If the box seals are broken but everything is there it should be listed as New
Complete. The only info needed for a New Sealed listing is the box condition.

Maybe the bags are still sealed.

They got back to me this morning. Their reply was "Sorry, that sets has sold."

Use Studio. Import the set (i.e. the parts of the set) and built the racecar

The final result can be uploaded as a wanted list on Bricklink.

There might be an easier way I'm not aware of, but when I do something like
this I start with parting out the set in BrickStore and then go through the instructions

Also I think those who started selling after 2017 or so can only offer onsite
payment methods in any case, unless they get permission from admin to offer bank
transfers

I keep getting the PayPal API error when I try to pay. Has anyone figured out
exactly why this happens? I am trying to make an international purchase and
the store owner is unsure as to why it is happening also. Can anyone help us
to figure out how to resolve this so that we can make the transaction? Thanks!

On the bottom left and bottom right posts that partly resemble a 1x1 round brick,
I can see some sort of text in their hollow studs.

Can you get a better close-up of the text in these posts on the corners?

Interesting.

I have two with 30 below 1 stud, 614 below another, 1.01 below a third and copyright
c below the fourth.

1 has 1.02 below one stud, copyright c below another and two studs are blank.

1 has 2.02 below one stud, copyright c below another and two studs are blank.

I checked mine, this one does have the Lego logo in the corner studs (not in
the center one). The undersides of those studs say "30", "614",
"C)", and "2.01".
Funny, I've never noticed a part nr. being split up like that.

I have four to hand, all have Lego logo in all four corner studs but not the
top one.

Given the age (it hasn't been produced for 20 years), it is less likely to
be a fake part as most of the fake sets copy relatively modern sets. I don't
thin I have ever seen fakes of those older sets this was in but have seen plenty
of fakes of the more modern HP sets.
