I think the problem is not so much that there are illegitimate parts on BrickLink
but rather that there are illegitimate children on BrickLink

Inventories are added by volunteers like you and me it was likely pending
approval as someone was working on it but if they never finished it was changed
back to uninventoried

Any idea why this had not been inventoried yet, did see it as pending a while
back but now its back to no information. I think it might have some useful parts
in it but not sure.

The sticker on this part is transparent, the white color is just the color of
the brick:

I opened up a line of dialogue with BrickLink about this exact topic just a few
weeks ago. I am still awaiting a response, but we hope to start being able to
permanently remove some of them very soon.

I think the answer is never, but that you cannot use them to list new lots.
