Not sure what you mean by conversion error, it's a price difference of almost
600 kroner. Maybe the first price is with VAT and the other (when you click into
the store) is not?

Correct. Norwegian VAT is 25%, so if you subtrct that from 2952, you get 2361,6.
But only Norwegian buyers are supposed to see the VAT included prices.

a great business transaction (also being our third order in the store), and make

Is it right that orders cannot be combined once VAT is taken off, or is it that
the seller has processed the first order and so moved it to a status where new
batches are not combined with an existing order? I can understand them not wanting
to do have to do the paperwork for VAT exemptions again for just a small addition
to an order that they have just processed.

Before it was possible, but since the change in VAT rates months ago it is broken
and you can only add batches if the VAT checkbox is enabled on the pending order.

But yes, you can request that an order is cancelled under EU law. However, there
is no EU law about bricklink processes. The seller is entitled to cancel it through
the NPB process if they wish. That is still a cancellation. It is also keeping
a record that you place orders and cancel them, and other companies do this.
Amazon and LEGO can cancel your account if you repeatedly place orders and cancel
or return them, even through you have the right to cancel and return them.
Of course, it is much better practice to work with a buyer (especially a previous
customer that has placed multiple orders) and to cancel it so they keep coming
back in future.
