Someone correct me if I'm wrong but I think what you are describing is closer
to the functionality of rebrickable.

Brickset is closer to what the OP wants if I'm not mistaken, although Rebrickable
does offer some of the reuired features I don't think it enables you to store
your sets like Brickset (I most definitely could be wrong though).

I don't think anyone would want Brickset though, it's a site with tons
of advertisements and content taking only the 20/30% of the screen space... One
of the rare web sites that have ridiculous video ads too...

They have combined the front ends of the two but they are still separate services.

The day lego starts selling here, competing with sellers that pay fees to sell
here, is the day brickowl gets a sudden increase in seller numbers.

I think it's not a core business for Lego. Otherwhise you wouldn't expect
to wait at least 5-6 week (or more) to get your order from Lego (if you order
from the new bricks and pieces). Even if they would open a Lego BL B&P shop,
they have to speed up their game. Order within the Netherlands I receive within
a couple of days. If Lego does this centralized in Poland, it still takes a week
to reach me (and that's only shipping time). So this means they have to extend
their capacity a lot and people are very expensive, so I don't thing they
want to get more order, then they now allready get. I think it's for Lego
an extra service with which they earn little. For little orders with a lot of
different pieces, sets, minifigs, gear, instructions, etc they have Bricklink!
