They are included in both sets already on the minifigs in the counterpart section
of the inventory (scroll to the bottom)

Flat Silver so is safe to do so. I'll contact the original submitter and

Did you build one of the specific models in the instructions that needs 6 of
these? Maybe I missed it but I don't see 6 being used anywhere.

Hi Paul,
I just checked and you are right, sorry. After finishing the helicopter I mistook two partially obscured 1x12 bricks for 1x10 bricks.

This is a slightly different design - the POLICE takes up more of the blue background/starts
nearer the edge in set 60023 (see image below)
Am open to other opinions though...

The second axle is not used in the build according to the instructions but is
listed on the parts list and shown on the image for the set alongside the croissant.
An unusual scenario I agree but that's why its included
