How do you account for the fact that this inventory was confirmed correct from
sealed set contents twice, each time by a highly reliable member?

Hi
This set was sold as MIB (nov. 2016). This set came in a 12V lot I bought in
2011.
This boxes were not sealed at that time (as we have for now).
So it was easy to open and look inside.
We have:
- Blue roof
- Red battery wagon
- Black bottom with the blue and red magnets
- Red wheels
