I assume the correct one is also 3181a, like 540-1.
This set is the same as 540-1. Instructions are also the same, except that they
have different ID numbers.

Then there is one extra possibility to be added: this service pack 1106-1 was
in market only for one year 1980. Between 1979, black or red battery wagons was
sold with numbers S32 and Sp.6.
Then why the year of release of 1106-1 (and many other service packs) is 1977
on BL?
By the way, this request should be rejected for now.

The brick color should be variable. Submitted title change to define that the red parts are the wheels and pins. This part appears in sets in both red and black (the brick itself).

Currently the black brick has a defined colour. For this part the colour should be variable. Also, the title should be changed to indicate that not only are the wheels themselves white, but the pins are also. Will submit title change.
