Since we have proof now that 3650b already existed in March 1992 (set 8837), I highly doubt that 3650a was ever included here.

Photos found on German site Ebay Kleinanzeigen (Ebay Classifieds), listing 1004287617. Fortunately, the batch code 1012 is visible, meaning this copy was produced in early March 1992. Since the release date was May 1992, it is very likely that this set always came with 3650b.
