I then really need to travel to the past and speak to one of manager of TLG in
late 70s.
Once I do this, many issues on inventories would be resolved.

  I haven't looked myself, but can anyone find an example of a brand new set
from this time period showing that the set contained an un-stickered torso assembly
and one of the sticker sheets?

I'm sorry, I should have been more specific. I'm interested in videos
or photos of a new space set which included the space figures and sticker sheets
we're discussing.

  I know I had some of these stickered minifigs when I was a child. Of course these
sets are around 40 years old so I don't remember the exact details, but as
far as I remember some sets came with plain red or white torsos and sticker sheets
with the torso stickers.

Based on Bricklink inventory guidelines I guess this means that stickered minifigs
should be added as counterparts and minifigs with plain red and white torsos
should be added as alternates for the minifigs with printed torsos.

That is what I was suspecting should happen for classic space sets with stickered
minifigures and I believe Stefaan agrees with you. In other words, I rather
doubted that the stickered figures came in sealed sets from the LEGO factory
with the stickers pre-applied. It could happen, but I don't know of many
other times that has happened.

  Please make changes to the following inventory:

Set No: 926 Name: Command Centre (Center)
*
926-1 (Inv) Command Centre (Center)
147 Parts, 4 Minifigures, 1979
Sets: Space: Classic Space

* Add 1 Minifig sp064 Classic Space - Red with Airtanks, Stickered Torso Pattern (Alternate) (match ID 3)
* Add 1 Minifig sp063 Classic Space - White with Airtanks, Stickered Torso Pattern (Alternate) (match ID 4)
* Change 2 Minifig sp005 Classic Space - Red with Airtanks {match ID 0 to 3}
* Change 2 Minifig sp006 Classic Space - White with Airtanks {match ID 0 to 4}

I'm not overly familiar with these stickered torso figures. I'm not
sure if they come from the existence of these sheets:

[P=SPACEstk01]
[P=SPACEstk02]

which came, I'm told, from TLG customer service only (read the additional
catalog notes for the sticker sheets), or if the torso stickered figures were
included in new sets.

The question which should be answered before we proceed here is whether the torsos
with stickers already applied were included in sealed sets or not. I'm sure
someone here knows the answer to that . . . ?

Maybe it's time to change that note (delete) and add the stickersheet to
the sets we know (like set 889 for ex.)
When in a later run the minfig in this set was the printed torso then this minfig
need to changes as alternate as 'MID 1' and the stickersheet and minfig
as regular with the 'MID 1' like we have done in other sets.
