Thank you!

Looks like it has been rubbed off, I can just see a small mark where the petal/flower?
should be,

You were right! It is a bad picture I took. I put on a second pair of glasses
and used some better light. Thank you!

That makes sense. But the grey lines are complete where the petals would be
though, right?

| I placed an order for 328.98 with shipping with PigsBricks ( http://www.bricklink.com/store/home.page?p=spacecaptain
)
They collected my payment, then said they would not be able to fulfill. They
asked for a cancel. I told them I would be happy to approve a cancel if I got
my money back. They declined to return it, saying I had to cancel the order first
and that cancelling was the way to get a refund. I told them to go into PayPal
and refund the money that way. They did not.
It appears they managed to cancel the order and they have not refunded me. That
seems like they are trying to avoid an NSS... Does BL allow sellers to cancel
paid orders without refunding the balance paid?
I typically don't leave feedback for cancelled orders. In this case I might,
though. Am a bit concerned about retaliatory feedback. I paid promptly and am
out the entire 328.98 ... with the order cancelled it seems like I have no options
within BL to seek resolution.
I opened a dispute with PayPal.
|
To complete this story... PayPal found in my favor and the funds were returned.
This was after I asked the seller to refund my money, more than once. They claimed
they had system problems from within BL, or they didn't know how to do it.
Told them they needed to just go to PayPal and do it there if it wasn't working
in BL. This request to get my money back was somehow me threatening them ...
wasn't aware that asking for money back when the seller cancelled the order
was a threat?
I am not sure I can in good conscience recommend this seller.
|
I did not dispute the claim. Paypal's cutoff was 10/4/21 for me to respond.
I responded to the claim on 9/27 and completed the refund. This was not left
to paypal for judgment. I never disputed the refund only had an error and ignorance
to this process as it was a first for me. Also my stating about unfortunately
needing to cancel should show I was not trying to avoid an nss. I initiated
the need to cancel. There was no concern expressed by the buyer until I said
I could not fulfil this order. There was no avoidance on my part. Again, still
my fault. But no attempt to not refund whatsoever or avoid an nss.

to disallow cancels for paid orders unless the payment is refunded first... BL
has the info it needs to know the state I would think?

I thought, that if the seller used onsite, the cancel is locked to the refund.
But I don't see how they could get around using onsite, if Michigan requires
BL to do sales tax collection. Those transactions are supposed to be onsite only.
My only experience in this area are a couple of orders that I declined to run,
and I did the PP refund before doing anything at BL. So if there is a way to
avoid the refund, that is news to me. It was tricky enough to get the OCR to
work after the external refund.
If they are still holding the payment, I have to wonder if that also means that
BL is holding the Michigan sales tax (which is handled as a partner fee on the
PP transaction detail).

Hello. I had mentioned to the buyer that I thought as well that the refund is
tied to the cancel. I believe it is in our conversation that I said that. I
initiated the cancel due to an inability to fulfill the order (obviously 100%
my fault). The buyer started an nss after the my informing them of my inventory
issue. In my messages I said I was working on the refund but continued to get
the something went wrong error. Then they filed the dispute with paypal. The
money was removed from my paypal account. This was a first for me so I didn't
know it was a hold. The buyer said he had not received it but I did not know
the process paypal follows as again, this was my first experience. It is unfortunate
that this started and there is no one to blame but myself for this.
