recently you change some ITEMID references
3626bp01 (Minifigure, Head Standard Grin Pattern - Blocked Open Stud)
becomes
3626ap01 (Minifigure, Head Standard Grin Pattern - Solid Stud)
3626cp01 (Minifigure, Head Standard Grin Pattern - Hollow Stud)
becomes
3626p01 (Minifigure, Head Standard Grin Pattern)
Where is this tracked ? I look at a couple of different places but so far no
luck !

It's explained in the note at the bottom of the inventory:

Redesigned during production.
There are at least 2 different versions of instructions for this set. The differences
for the second version are indicated in this inventory in the Alternate Items
section with Match ID 99.
Quick overview of redesign: Three dark gray 30526 Brick, Modified 1 x 2 with
Pins are replaced by three blue pieces of the same type.

So, the set can have either all dark gray 30526 or all blue 30526.

Nope. 
A set that is reserved shows "Inventory In Progress".

Right, now you’re saying it, I remember I have seen that sometimes
(Still can’t swear it was for these two sets  I need to buy me a “dash cam”
and record everything I do )

A set that is being worked on or is complete and pending approval shows "Inventory
Pending Approval".

It's most likely that the submitter intended to work on them and then didn't.
Or, that someone attempted to submit it without having the set in hand.

Hmm, to put these arches on the ‘manor’ part, you need other small parts that
are not in the inventory: a 1x2 brick, 2x 1x1 plates and 2x (1 or 2)x3 plates….
You could do without the (1 or 2)x3 plates with the Extra 1x2 and 2x2….
And you can get one 2x3 if you can use the (1 and 2)x10 plates instead of the
(1x2)x8 ones on the walkway… but it doesn’t seem like they did that on the pic.
A head-scatcher….
