The seal has been broken a long time ago, and was until I bought it closed with a piece of adhesive tape. That came off when I handled the set. It's my belief the the set is complete, as most of the set is contained within a bag and the three largest parts (the 2x8 brick and 2x wheels) are present in the box along with the instructions.
