It is all part of the same steps and no handheld accessories are added neither
the build goes to other pieces not attached to the minifigure.
In my personal opinion it feels strange having minifigures with only the neck
bracket without anything from its attachment, in the LEGO Jurassic World you
would imagine they either not have any bracket alone on them or have the full
on backpack equipment.
But we need to follow our BrickLink guidelines to accommodate the majority and
thousands of minifigs that come each year.

As explained by Sergio, it depends on how the minifigure is built in the instructions.
But just to clarify things, there is no particular guideline for Jurassic World
minifigures or minifigures from magazine sets. The guidelines that we have apply
to any minifigures regardless of where they come from. Sometimes they include
a larger assembly when they are shown this way in the instructions, e.g.
