Hi!
I dont sell, I just buy. I have pieces missing form orders, I get refunds for
the amount of the missing item(s). Everytime the refund is only the price of
the item and not the tax amount. Why am I not being refunded the tax too? Seems
illegal?! Not to mention the pay pal fees based on my purchase price. Any thoughts?
Thanks

if the refund is done thru bricklink (ie, you see the refund bar on the order),
sales tax is automaticly refunded by bricklink when any refund is made

sellers (in most countries), cannot charge fees for the paypal fees, best to
report them to paypal

I thought Paypal didn't refund fees anymore.
I understood it as the op saying the seller was charging them for the PayPal
fees when they place the order, a seller might just have to be clinically insane
to not fully refund a missing part by 3% to cover the PayPal fees

is it?! Last time I refunded, I had to calculate taxes to give a correct partial
refund.
That's correct, by trial and error you can hit on the amount to refund. Sales
taxes are refunded but the total refund should reflect price of missing parts
plus sales tax - it's too easy to refund only the price of missing parts.
Leaving aside any question of whether a refund for shipping should be given as
well!

Maybe there’s sellers who don’t refund through BL too? So BL doesn’t know there
was a partial refund and can’t refund the taxes.
That is, they don’t do a refund on the transaction, they do a new transaction.
Seems more complicated but, well, “why do simple when you can do complicated?”
is how humans often work.

Speaking of refunds and fees.......
A couple of weeks ago I was the buyer in a transaction with an impeccable Bricklink
member from USA, he has been a Member since 2003.
The transaction was very smooth and professional and I Paypal'ed the couple
of hundred USD and it was shipped to me (or so we both thought) very quickly.
All very normal right.....
A week later I checked USPS Tracking to see the delivery status.
It all appeared very glitchy to me. The package according to tracking showed
the Seller 100% sent the package. But USPS had it going back to the Sellers address
(yes sent by seller to the seller-not seller to buyer).
Seller was as confused as me, we agree to give it an extra week to show up, it
was an obvious USPS mistake. Seller did nothing wrong in my mind.
A couple of days later the shipment is shown as delivered to the Seller in the
USA.
The Seller says he does not have the package to resend. I also 100% believe this.
This Seller with the utmost of integrity then returns my money. Many would not
and this speaks volumes to this Sellers integrity.
The Question:
A transaction has been cancelled after payment with a full refund, the transaction
never occurred and the Seller endured Bricklink Fees. I cant cancel the transaction
(OCR) because a payment occurred.
How do I cancel a transaction because it didn't happen. Its not fair he has
to pay fees on this when the transaction didn't occur, he is already out
of pocket the shipping fees.

It’s up to the seller to correctly manage the payment status and cancellation
of the transaction on BL.
Once they change the payment status they can cancel the BL order and then BL
will refund (or rather discount) the fees next month.

BTW, as the question about disabling feedback on cancelled orders sometimes arises,
this would be a good example of a valid reason to post (positive) feedback on
a cancelled order.

We both gave each other positive feedback, its the last transaction on my feedback
page

That would be the first as they are listed most-recent-first
But I wasn’t telling you to leave feedback, just trying to bring that real-life
example to attention so people remember it next time the question arises

I had already left the feedback before this thread even started. You are right.
I think its important for Buyers and Sellers to not always jump to conclusions.
Often the issues that arrive in transactions are not the fault of the Buyer or
Seller and for that reason when Bricklink is a confidence and reputationally
based system we all need to be mindful of what reviews we leave for people.
Often some buttheads just leave crap reviews and its wholly unfair.
There is a massive difference between me being somewhat provocative in a thread
like this and leaving a lasting negative review. That I am not prepared to do
unless they unequivocally deserve it.

the seller either doesn't know or they are cheap and keep it.
If I refund 10 dollars it will cost around 9 dollars to refund them. You have
to tell the seller they owe you 14 cents. Normally I don't say anything but
if their mistake is something I needed I will make them refund me the tax after
the original refund. I always hear "I didn't know that" yet they
have thousands of transactions lol
