item years are based on the inventories they appear in, to the best of my knowledge
the admins cant add years to the individual parts (gears might be an exception?),
when they are added to inventories they auto populate so this part would need
to be added to the set and then it will show the year

As Nubs said, release dates for parts are added and updated automatically based
on the appearence of the part in set inventories. Since this is a minifigure
torso, the corresponding minifigure should be added to the catalog and then to
the set inventory.
See this bus set inventory for example:

108 Parts, 6 Minifigures, 2000
Sets: Sports: Soccer
Without the minifigure submission, there is nothing we can do here.
