Can anyone prove that 2635b in Green actually exists? I've ordered it multiple
times from reliable sellers and messaged other sellers about it, and I have yet
to find any evidence that it exists. Every single copy I've received, seen,
or sellers have responded about is 92086, including from my old copy of set 7939,
which is the only set it's supposedly in.
Regardless, I think the Regular and Alternate listings for set 7939 should be
switched, since at the very least part 92086 Green is much more common and the
correct part for the vast majority of copies of 7939.

To be clear, this means that every copy has axle holes in the top bar with 16
studs on it. I haven't seen a copy without axle holes.

It's hard to know at this point in time. Inventories and new parts were not
scrutinized back then like they are now. Therefore, many inventories from that
time period may be wrong, or catalog entries may not be correct. In any case,
there does exist a LEGO element number for 2635 in green which suggests that
it could have been made shortly before 92086 was released. That doesn't mean
that it does exist, but it is a pretty good sign that it probably does.

Makes sense. If I submit a switch for the regular and alternate parts, will it
be approved?

The mystery gets deeper.
Look at the image for

That looks like it has axle holes on top to me, right?
So, that would make that entry and

the same thing.
And if those two are the same thing, then maybe the set was never found with
2635b in green by any contributors to BrickLink.
I will see if I can do a little more digging, but my time is always limited for
things like this.

No, but you can submit a request to remove 2635b and the stickered version from
the inventory.
As shown in the instructions, the set requires the axle holes to insert the axles
from above, so 92086 was probably developed for this set and it is very unlikely
that they would release it with the previous version.
