The front picture on the instructions shows all 7 muskets.
One of the flintlocks is used in step 22, but later in the instructions this is obscured by a cannon. The other 2 flintlocks are being held by figures in the final instruction image (step 24)

I think that the brown pieces in the red boat are the two paddles.
I also think, that there are only two pistols. One of the two you can see, is
the one from behind the canon, taken off for display purposes.

Three pistols and seven muskets are still correct, though, because they were
found in a new set and are shown on the box. When building the main model, there
are two white 1x1 tiles with clip shown in step 6 and we can assume that both
are meant to hold a musket when the model is finished in step 24.
