Not according to bricklink however locals laws may override that and such but
in general so long as the buyer asks kindly one should refund/cancel unshipped/unpacked
orders if the buyer requests it

is limited NSS situations where the seller has proof of delivery and the rare
instances of gross personal insults.

is, how to do a cancelation with the items going back to inventory. The last
cancelation was only 2 minifigures, they never went back to inventory until I
manually put them back. The order i am talking about this time is quite a bit
larger. And I started pulling it about 5 to 10 minutes after receiving the order,
got it all package up whent to change the status to packed, and seen the cancel
request. So not only did i spend the time and packing supplies to do the order,
I now have to spend the time to reinventory it as well, unless I'm doing
something wrong. So that's the background story. I don't know the buyers
reason, but because of the time spent and time to reinventory It's tempting
to send it, but if it was me asking I would hope I would get the request approve,
so it will be done. So any information on how to cancel with items returning
to inventory would greatly be appreciated.

You should cancel and would have to do this work (or simply not upload those
parts, play with them...)
Being a seller is accepting a certain risk (like lost parcels, extra work for
nothing...), account this cost and work as a value, and include this extra in
your prices.
Like an extra 0.5% in all your prices (just an example).
This way, you're paid for your losses.

When cancelled on buyers request you'll see an option to add the items back.
Return Items to Seller's Inventory
If an item is already in the seller's inventory, that item will be Consolidated
with the same inventory item. Otherwise, the item will be added as a new lot
to the seller's inventory. On the Problem Order page, below the option to
cancel the order, sellers can choose to edit items before returning them to inventory.
Sellers can edit or delete any items in the order before the items are returned
to their inventory. Sellers can also select whether they want to consolidate
items with existing items in their inventory using old or new values. The process
of editing items consists of four steps.

If the seller decides not to edit items or the buyer cancels the order with NSS
or NRS, then the order is canceled in a one-step process where the items are
consolidated using old values for all item fields. Items are not returned to

if the seller’s account is terminated.

so and just move on. Everyone makes mistakes, even for already paid orders. I
wouldn't worry about a negative feedback

PayPal fees are no longer refundable.

I might be wrong, but a cancellation of any order after its paid through paypal
does not allow bricklink to be involved in that.
For example I did a transaction with a certain well known person that engages
in these threads recently. He paid me, I reimbursed him less the paypal fee.
That was how we did it. But we did it that way so Bricklink would get its fee
because neither of us wanted to act outside the ToS of Bricklink
