Ok. I understand that there have been some recent spamming issues, but as a new
user, I am getting really frustrated with the communication restrictions. I
am told that I don't have permission to send messages, but there's no
indication of when or how that will change.
I want to contact the seller because: 1) the seller describes the used item as
100% complete, and I want more details on what that means 2) the seller does
not give a shipping estimate and asks that you contact them for that information
and 3) the seller offers a coupon if you contact them before the sale
I'm a very casual collector who had just convinced myself to splurge a little
on $200 worth of Lego, and the obstacles I'm facing have me second-guessing
myself, or at least considering a return to ebay. I've sent a message to
the help desk and am waiting for a response, but I wanted to let you know that
this approach may ultimately cost you some sales.

I agree that would be frustrating. Ultimately, it does not cost Bricklink any
sales. It would cost them a few dollars in fees. The prospective "seller"
as you highlight is not aware because you can't contact them.
Bricklink tries hard to stop spamming and more so in the description of the items
being offered for sale what that means, ie: in your case "used 100% complete".
This would mean if the Bricklink guidelines were being correctly followed by
the Seller, what you are looking as is a Used set, with a box, instructions and
100% of the pieces are there, including the minifigs.
Again I agree you would want to communicate to ensure this is correct. But look
at it from another perspective. It does say "Used 100% complete". That
is a lot of literal information and if that information turns out to be incorrect
there is consequences for Sellers. Another common statement is "new sealed",
which is obvious.
Sometimes transactions can't cause both buyers and sellers some angst. But
look at the reviews of sellers, as sellers look at reviews of new buyers.
Respectfully as for your Ebay threat....well if you want to pay an extra 13-18%
in shipping and fees and pay for an often overpriced item that is up to you.
Bricklink is a competitive platform and we price accordingly, in this competitive
environment sellers are forced to strictly comply or suffer serious consequences
including losing access to the Bricklink platform.
That is the truth. As for anxiety, I would be lying if I told you I didn't
suffer the same way as my purchases and sales are often in the thousands. But
as a Buyer/Seller that has had the opportunity to complete multiple deals with
reviews I now get to communicate my intentions, and requests.
Sometimes a leap of faith is required as unfair as that may seem to some.
Yeah.. I'm well aware that ebay can be expensive, which is why I'm trying
to shop here. To be clear, the ebay comment was not meant as a threat in any
way, shape, or form... not meant to let you know that I would punish you for
doing or not doing something. It was just a statement of fact. I was trying
to avoid being a "whiney new user," while letting both the sellers and
bricklink know that there was a problem with the current setup. If I failed
at that, I apologize.
I've tried to read through the basics of this new site, but I am definitely
a noob, so I missed the definition of 100% complete. If you've wandered
ebay, I'm sure you know that's a relative concept there, where a listing
titled 100% complete can be opened to find the statement, "but without any
minifigures." Thank you for that information!
I'm currently in conversation with bricklink, and the tech there seemed caught
unawares by this issue. I've shared further details with her, and I'm
hoping they can fix the issue for me. If not, I might be back here to take you
up on your generous offers to help me contact the seller.
Thanks again!

Maybe if you give out the sellers name here, someone will let them know to read
this post.
I agree I will also let that seller know. I will be sitting here doing very little
for the next few hours and would facilitate that for you.

Perhaps copy the buyer who just messaged me! It’s been 3 business days since
their order was shipped and they are messaging on why it hasn’t arrived yet despite
it being shipped with a method that states it takes 2-3 weeks…

Especially as if it’s not on top, it’s at the bottom, below the “Quick, click

A valid point, Original-Sylvain
From a longtime, albeit no longer frequent user, I didn't give credence to
it (top, bottom or side) until today with these discussions. Frankly blanked
it out. That is, aware but not fully cognizant, assuming it just another TLG-Legal
inspired disclaimer. There's been, let's just say, a substantial
increase of CYA wording over the last couple of years
Also not helpful warning buyers to avoiding sending funds when the message is
a reminder to pay for their order.

Invoices are sent from the noreply@bl email address, so maybe only the official
invoice method should be used as that wont have the same warning. Although that
also resets the waiting period for NPB.

Russell.....the email showing who the email came from is also helpful (showing
another member opposed to a lego employee).
I experienced this myself just a couple of hours ago when Sylvain was correct

Only bad security relies on secrecy; good security works even if all the details
of it are public.
Also from Dr. Schneier:
Under Kerckhoffs's Principle, the need for one or more parts of a cryptographic system to remain secret increases the fragility of the system; whether details about a system should be obscured depends upon the availability of persons who can make use of the information for beneficial uses versus the potential for attackers to misuse the information. -- https://en.wikipedia.org/wiki/Bruce_Schneier#cite_note-40

I expect the bad actors know what they are doing. There are literally 1000s of
accounts with no feedback set up for scamming and spamming.

This means that all the parts necessary to build all the official models in the
instructions are present. If the seller doesn't say anything about the box
