Because the black panels are not included in 3740-1 or 3741-1, it would look
odd to have stickered counterparts in those set inventories for parts that are
not actually in those sets. Likewise, the sets that contain the panels (3743-1
through 3747-1) do not include the sticker sheets, so it would look odd to have
stickered counterparts in those set inventories that do not have a sticker sheet.

Maybe we could have a note in 3740-1 and 3741-1 about the panels coming from
one of the other sets. I will talk over this one with the admin team.
