I had a buyer who placed an order which I shipped and the tracking was confirmed
delivered yet the buyer claims that he never received the order and subsequently
filed a NSS.
If there a particular protocol that I as a seller can go through to have a NSS
removed from this order?

Send the proof of shipping to the help desk
Proof of shipping and a delivery note on the postal system aren't proof that
the buyer received the item.
I had this exact same issue a couple of years ago. I could prove that a delivery
was not received despite the postal status stating "Delivered to customer."
I did finally get the delivery though - 4 months later! (I returned it to the
seller, who had refunded long before, withoiut the nedd for an NSS).

Paypal requieres delivery confirmation.
BL accepts proof shipping to get a NSS removed.
