I would say the extra parts (that were originally regular parts when the inventory
was submitted) are just a mistake. The set image shows both round plates in one
4345a box, so it is likely someone assumed there should be two of them in each
box.

There are some photos of used sets with 4 plates online:
The set might have been inventoried with 4 as 2 are shown inside one side container
on the box image while getting 4 in the inside bags for the inventory person's
set, but instrucctions show only 1 in each container.
