Both are already in the inventory. One is as a standard part and the other one
is part of the minifigure in the set

Both are already in the inventory. One is as a standard part and the other one

Oh and that plume was likely on a sprue in the set so it was included as well

A sprue like this

Parts: Minifigure, Headgear Accessory {White}
but the whole sprue isn’t in the inventory since
it has to be taken apart since 1 is used for the minifigure

The inventory is correct as it stands, because the other cattle horns you are
trying to add is already in the minifigure inventory. Those two cattle horns
were originally included in this set on a sprue with the feathered headdress,
so the headdress must also remain in the inventory.
